Benefits from modern poultry units
Animal husbandry plays a vital role in rural transformation and in providing household nutritional security, increased income, and employment opportunity, especially to women. In order to help farmers get financial assistance from setting up new poultry units, the state directorate of animal husbandry and veterinary services runs a financial subsidy scheme to establish such units. This week we look at various steps involved in setting up such units in Goa.
Quantum of assistance
Under this scheme, 25% of the total plant and machinery cost is granted as subsidy, subject to maximum cap of Rs 2 lakh, to any individual for setting up poultry units. The minimum size of the unit should be 2,000 broilers or 5,000 layers
The applicant must be a resident of Goa, domiciled for a minimum period of 5 years.
The unit must be located in Goa.
The applicant must possess basic physical infrastructure to run the poultry unit.
Residence certificate from mamlatdar or a certificate from the chairman of dairy society, verified and attested by the veterinary officer or assistant director in charge of the area, stating that the applicant is a member of the society for last 5 years.
Ownership papers of the land or NOC from owner of land or copy of the lease deed in case of tenants.
In case of tenants, NOC from the landlord to run the unit for a minimum period of 10 years should be obtained from panchayat or municipality.
Procedure for application
The applicant needs to submit a project proposal of the proposed poultry unit to the director of animal husbandry and veterinary services through the area veterinary officer or assistant director, along with the documents.
The concerned officer, after inspecting the site, submits the application to the directorate with his/her observations.
The project proposal is then scrutinized and approval of the project is sent to the applicant if the application is successful.
Documents required for release of subsidy.
Invoices pertaining to constructions carried out by the beneficiary.
Purchase receipt of equipment, machinery and first batch of poultry birds.
Valuation certificate of shed and stores from a competent authority.
Following the scrutiny of these documents, the veterinary officer or assistant director submit the same, along with completion certificate, to the director of animal husbandry. The deputy director then inspects the unit and submits his observations for sanctioning the subsidy by the department, following which the funds are released.
Points to remember
The beneficiary must run the unit for a minimum period of 10 years and an agreement in this regard is to be signed by the beneficiary with the department.
The beneficiary can start a unit with his/her own finance or by availing loan from a financial institution. In case the beneficiary avails loan from financial institution subsidy is released through the concerned institution.
