Confusion over forming panchayat committees

Margao: Confusion over which committees need to be constituted by the panchayats prevails with nobody in a position to clear the air particularly given the fact that nearly 22 committees have to be constituted and the tasks and responsibilities of some committees overlap.The Goa Panchayati Raj Act makes it mandatory for the panchayat to form seven committees at least. The panchayats are expected to constitute three Standing Committees – Amenities Committee, Social Welfare Committee and Production Committee.Besides, the panchayats are supposed to constitute at least two ward development committees and two supervisory committees. Many panchayats during the last term, constituted a supervisory committee and named it as Garbage Management Committee.However, the role of Ward Development Committee has come under cloud now as the panchayats are also bound to constitute a Village Development Committee which has to prepare a plan and enlist the projects to be taken up during the financial year.
Funds for the projects enlisted in the village development plan will be sent directly to the panchayat from the Centre and that is one reason why everybody wants to have this committee as the work can be undertaken as soon as the funds are allotted.The panchayats are also supposed to constitute the Village Child Committee under which the panchayat can avail of grants of Rs. 10,000 and the best performing panchayat will be awarded Rs. 10,000 by the Women and Child Department.The panchayats are also supposed to constitute Village Health & Sanitation Committee and Village Water & Sanitation Committee. Although the tasks of both committees are practically the same, no official was willing to state why two committees should be constituted.Salcete Block Development Officer Milindra Velip said they had sought a clarification on this aspect from the Director of Panchayats which is still awaited.
