Curtorim dy sarpanch to hold dharna on PRIs anniversary

Even as the State government is busy chalking out golden jubilee celebrations of Panchayat Raj Institutions in Goa, this deputy Sarpanch is planning a hour-long peaceful dharna to highlight the plight of Panchayati Institutions on the eve of the 50th Anniversary of PRIs in the state.

Curtorim deputy Sarpanch J Santano Rodrigues said the dharna will be held in front of the Goa State Legislative Assembly complex, Porvorim on October 23. “Inspite of the recommendations made by the 1st and 2nd State Finance Commissions consequent to the 73rd Amendment, there’s been no devolution of powers or funds as a result, we have only an Act, but no powers to act as a local self governing body”, he said in a representation to the Chief Minister.

In fact, Santan maintained that the Sarpanch is functioning as a mere “dignified clerk”, so much so that he cannot even issue any important documents, while even minor workers requires prior approval of the BDO, PWD and TCP.

That’s not all. He pointed out that even for small works, the concerned officers directs the sarpanchas to obtain consent of the concerned MLAs, wondering when the Panchayat bodies will start functioning effectively at the grass root level.

He said the two Zilla Panchayats have little purpose without the necessary powers and funds as envisioned under 73rd and 74th Amendments to the Constitution.
