HC urged to monitor matka gambling probe

Panjim: The High Court of Bombay at Goa has been requested to monitor the matka gambling probe by petitioner Kashinath Shetye who alleged there is no proper investigation being carried out by the Special Investigation Team (SIT).The HC on Monday sent back the report submitted by SIT directing the Inspector General of Police and Director General of Police to give their remarks on it. The next hearing is scheduled on April 12.Petitioner Kashinath Shetye submitted in court that he has no faith in the Goa Police and sought that the court monitor the investigation. He also said that the State government has failed to appoint a retired High Court Judge to supervise the SIT investigation.
Following directions from the High Court, the State had constituted a SIT headed by SP Bossuet Silva to probe matka gambling cases. Shetye had approached the High Court contending that Crime Branch, after registering the FIR in matka case, was reluctant to investigate the root of matka, and had pressed for the case to be transferred to Central Bureau of Investigation.He had filed a PIL alleging that police and politicians were conniving with matka agents operating in Goa.Following the court’s direction, Crime Branch had registered an FIR against police, politicians and others. Retired justice A P Lawande who had initially consented to monitor the functioning has withdrawn his willingness following the order of the Goa government giving him a limited role.The court had later envisaged the order for effective monitoring of the SIT, but till date the monitoring authority has not been appointed.
