Hearing on Utorda housing project today


The battle against the housing project at Utorda in Majorda village has reached the Director of Panchayats.
The builder has challenged the decision of the panchayat body to return the file of the proposed construction of residential bungalows, compound wall and amalgamation of plots. 
 He has prayed to the Appellate Authority to quash and set aside the resolution dated January 30, 2013, and order the panchayat to grant the construction license for the proposed bungalows. Hearing of the appeal is scheduled before the Additional Panchayat Director on March 7.
Pending the hearing and final disposal of the appeal, the builder has prayed for a stay on the resolution and to further direct the panchayat body to act in terms of law and process the plan file in accordance with law.
The villagers had opposed the housing project on several grounds, including inadequate infrastructure to support the same. 
They had further contended that housing projects would only invite outsiders to come and settle down in the village.
They have also questioned the decision of the panchayat body to return back the file to the builder. 
“As per provision 72 of the Goa Panchayat Raj Act, 1994 regarding permission and licenses, the panchayat cannot return the file of the developer as noted in the resolution. The same may be corrected as per provision 72 of the Goa Panchayat Raj Act by recalling the file in the event the builder challenges the letter and the resolution before the Panchayat Director and pass a proper resolution,” the petition signed by the villagers stated.
