High Court allows health workers’ petition
A petition filed by field workers of various health centres across Goa seeking directions to the state of Goa and the Directorate of Health Services
to restore to them the pay scale which was enhanced from time to time, with effect from November- December 2004, along with all consequential benefits, has been allowed in terms of prayer clause (a) and is being disposed of by the High Court of Bombay at Goa
It may be recalled that between 1985-1989, the petitioners were recruited as workers/helpers in the Directorate of Agriculture, mostly as daily-wage workers. The petitioners, amongst other employees, were conferred temporary status with effect from October 10, 1997 and were placed in the pay scale payable to the field workers that is Rs 2650-60-3150-65-3530.
Their case is that the respondents, however, without assigning any reason withdrew the temporary status which was conferred on them by order dated July 3, 1998 and, thus, unilaterally withdrew the earlier order granting them temporary status. On December 24, 1998, the petitioners were declared as surplus and were redeployed from the Directorate of Agriculture to the Directorate of Health Services as field workers. While relieving the petitioners, the orders indicated that the pay scales of the petitioners were Rs 2650-60-3150-65-3540. Thereafter, the services of the petitioners were regularised by an order dated November 27, 2003 as field workers in the Directorate of Health Services by reducing their pay-scales from 2650-3540 to Rs 2550-3220.
