Margao civic body okays capping of Sonsodo
The Margao Municipal Council on Monday accorded its approval for the capping of the Sonsodo waste dumping site at an estimated cost of Rs 7.71 crore, even as the appointment of Ahmedabad-based waste expert P U Asnani as the consultant was cleared with a condition that he would hold brief for the civic body only for a year.
The issue over Asnani’s appointment as consultant and the proposal to cap the Sonsodo site generated a lot of heat at today’s special meeting. Councillors sought to know the utility of a consultant at this late stage when Fomento Green has already completed and commissioned the waste treatment plant at Sonsodo. They also demanded to know whether the civic body would pay the entire payment of Rs 17 lakh to Asnani when he has not monitored the construction of the waste treatment plant and machinery at Sonsodo.
Intervening in the discussions, MMC Chairperson Arthur D’Silva reassured the city fathers that the civic body would protect the interests of the Council while making the payments.
“Though I have signed Fomento Green’s first bill, all future bills submitted by Fomento will be placed before the Council before their clearances and payments”, Arthur said.
His deputy Pratima took potshots at the proposal to install solar panels at Sonsodo after its capping. She pointed towards the poor upkeep and negligence of the solar panels installed in the Margao municipal garden and wondered whether the civic body would fare better with the proposal solar panels at Sonsodo.
Councillor Laxmikant Kamat said the concession agreement mandated Fomento Green to screen the waste and the civic body to cart away the waste and demanded to know when Fomento Green realised that the waste contains arsenic and lead.
Chief Officer Sandhya Kamat said the Council would now forward today’s resolution on capping Sonsodo to the government for fund allocation. Similarly, she said the Council has agreed for the appointment of P U Asnani as the consultant to certify bills submitted by Fomento Green on the waste treatment plant at Sonsodo.
The MMC CO told newsmen that the Council could not go ahead with the door-to-door collection of waste since the resolution on the subject has not yet been confirmed by the civic body. [H]
