Margao without chief officer for 2nd day

The Margao Municipal Council suffered an administrative ‘vacuum’ for the second successive day on Tuesday for want of a chief officer.
Hopes that newly transferred officer Sandhya Kamat will take over the reins of office on Tuesday were dashed as she did not turn up for the second successive day.
On the other hand, transferred Chief Officer Srinet Kotwale has already taken charge of office in the Industries Department by relieving the officer. Given the situation, MMC Chairperson Arthur D’Silva is keeping his fingers crossed with no sign of either Sandhya Kamat joining office and with Kotwale ruling out returning to the civic body.Reports are doing the rounds that the MMC chairperson called upon the government to find a way out of the impasse by deputing an officer at the earliest. Arthur was desperately trying to call up Deputy Chief Minister and Urban Development Minister Francis D’Souza to resolve the issue immediately. He is believed to have called up the authorities concerned to find out whether there’s any possibility of canceling the government’s order transferring Kotwale and posting Sandhya in his place.
What’s had made matters worse is that while the chief officer’s chamber was found locked for the second consecutive day, two senior civic officials have also gone on leave. Municipal Superintendent Chari and Accounts and Taxation officer Elekar are on leave, sources in the know said.
City Fathers pointed out that though the outgoing Chief Officer Kotwale was instrumental in installing the bio-metric finger scan readers, there’s no one maintaining a track whether the employees are recording their attendance or not. Similarly, though it’s over a year that the civic body had installed the CCTVs, there’s not a single dedicated officer monitoring the cameras.
In the absence of the chief officer, City Fathers say that some of the workers have even stopped wearing the uniforms. [H]
