Pilerne Citizens Forum slams Parrikar, BJP as ‘hypocrites’
The government's move to stifle the gram sabhas from discussing construction projects in their village has resulted in a furious backlash.
Pilerne Citizens Forum (PCF) today slammed the government for the recent TCP circular which usurps the powers of the gram sabha.
Quoting from a pre-election letter to IAC signed by BJP general secretary Narendra Sawaikar stating that the BJP would strengthen the Panchayati Raj in Goa, Yatish Naik, legal advisor, PCF, said "Before elections, the BJP says the gram sabhas are a powerful institution, but after coming to power the BJP government sings a different tune."
He accused the BJP of changing their "tune and tenor to suit the chair" and said "this circular exposes the intentions of the government." Questioning whether the circular was an indication of the "parivartan" that the BJP had promised before the polls, Naik called on chief minister Manohar Parrikar to clarify his stand on the issue. Parrikar is also the TCP minister.
He said as long as gram sabhas do not take any decision that is unconstitutional or against the law, any issue affecting the village can be discussed by the gram sabha. He referred to the additional burden of garbage and sewage that mega constructions placed on the villages and said gram sabhas were well within their grounds to discuss such issues. [TOI]
