Plaint against Anjuna PI for manhandling local

Controversies have not deserted Goa Police in the New Year despite attempts by the government to clean the department’s image, which has been tarnished by several scandals. After charges of extortion against a police constable, a fresh allegation of Anjuna police inspector beating up a local has surfaced, as ugly fallout of the rave parties in Vagator and controversial role of the police.
Cirilo D’Souza, a local animal rights activist has lodged a complaint of ‘assault and manhandling’ against Anjuna Police Inspector Vishwesh Karpe. The complainant claims the officer beat him up for complaining about the loud amplified techno music being played in a Vagator restaurant.
“When I questioned the PI about checking the level of sound he (Karpe) said it was not my business and seeing that I was alone in the police station he started abusing me and slapped me a number of times on the face and punched me in my stomach,” he said in the complaint letter to Anjuna Police Station.
D’Souza further said he was illegally detained, jailed for about one hour and released only after he demanded to undergo medical examination.
“Due to PI’s assault on me, my ears started paining and I could not hear properly from the left ear,” he stated in the complaint, a copy of which has been submitted to the North SP Vijay Singh.
“After I asked for a medical check up, PSI Mahesh had a closed door meeting with PI. He came back in 10 minutes and returned my belongings (which he was asked to deposit before being put in the lock up) but not my mobile. He then asked me to come out of the lock-up and sit on the bench,” D’Souza added.
The Anjuna local accused the station in-charge of taking revenge for working with the villagers to stop rave parties.
When contacted by Herald, PI Karpe said he is being framed while refuting allegations levelled against him. “No such incident of assault or manhandling occurred. There was a verbal argument but I have not resorted to assault or manhandling…My staff was present, ask them,” the officer retorted. A report of the entire incident has been submitted to SP North.   [H]
