PWD gets notice for contaminating Mandovi
The Goa State Pollution Control Board has shot a notice to Public Works Department for contaminating the waters of River Mandovi through inefficient operation of the Patto sewage treatment plant (STP) and discharge of untreated effluent into the river.
The PWD has also been hauled up for causing environment pollution at Patto and directed to submit performance report of the plant within seven days failing which they have threatened legal action.
The notice follows a complaint by local Uday Priolkar and a site inspection by GSPCB. Priolkar in his complaint had stated that sewage treatment plant, operated by the assistant engineer, Sub Div II, Works Div III, Tonca, Caranzalem, is discharging untreated sewage/effluent in the Mandovi creek and contaminating the river water and public health hazard.
Based on the complaint, the Board on October 10, 2012 conducted an inspection, where they found foul odour emanating from the plant and the amount of raw sewage received by the plant was not known. Board’s report also states that the flow meter was not provided and therefore the final discharge quantity records were not maintained.
“The observation indicates that environmental pollution is being caused due to inefficient operation of the sewage treatment plant,” the report said.
As such the Board under section 33 (A) of the Water (prevention and control of pollution)Act 1974, issued notice and directed PWD to check the performance of the plant and prevent further discharge till corrective measures are been adopted and submit a compliance report within seven days.
