Shristhal: Despite 80 per cent of its population belonging to the Scheduled Tribe community, the financial position of Shristhal panchayat in Canacona constituency is good according to the auditors’ report and it is one of the rare panchayats where the Secretary Sandeep Dessai has provided the security deposit.Since the last panchayat elections this nine-member panchayat has seen two sarpanchas and two deputy sarpanchas and one bye elections following the disqualification of a panchayat member who after her marriage did not keep in touch with the panchayat at all. Incidentally she was elected deputy sarpanch soon after the elections.
The nine elected to the panchayat in 2012 were: Prashant Dessai, Geeta Gaonkar, Devendra Naik, Pandurang Gaonkar, Premanand Velip, Laxman Raikar and Amrita Bhandari. However as Amrita Bhandari was disqualified Urmila Bhandari was elected in her place.Initially Laxman Raikar was elected sarpanch of the panchayat and he reigned for about four years following which Prashant Dessai was elected to the post. Amrita Bhandari was elected as Deputy Sarpanch initially but following her disqualification Geeta Gaonkar was elected to that post.The panchayat has done most of the works in the village through funds available with the Centre for Scheduled Tribes welfare and that is why the grants received from the government is a whopping Rs. 35.93 lakhs.
The panchayat too has done its mite to strengthen the financial position and during the financial year 1015-2016, raised Rs 22.19 lakhs through panchayat funds. Little wonder then that the auditors have noted that the financial position of the village panchayat is good.The panchayat has collected Rs 1.06 lakhs as house tax and the balance to be collected under this head was Rs 55 thousand. Similarly while Rs 41 thousand was collected by way of professional tax, Rs 27 thousand remained to be collected.
Another source of income for the panchayat is the rent from the seven premises leased out by it towards which it received Rs. 68,808.The panchayat has constituted the three standing committees besides Supervisory, Child, Forest Rights, Stray Dog, Ward Development, Village Development committees. However, with the exception of the Forest Rights Committee which is headed by ex-sarpanch, none of the other committees meet.Presently, the panchayat has prepared 268 files pertaining to people entitled for Forest Rights whereby they will get plots allotted to them for cumeri cultivation.
