Tiswadi BDO orders suspension of Agasaim panch
Tiswadi block development officer V S Naik Gaunekar ordered the disqualification of a panch of Agasaim panchayat Cruz Joao Vales, on the grounds that was absent for four consecutive fortnightly meetings.
Agasaim panchayat secretary and panch member Francisco X Gracias had filed the petition under Section 12 (1) (b) of the Goa Panchayat Raj Act, 1994, stating that Vales' absence on September 15 and 28, 2012, and October 15 and 29, 2012, without leave makes him liable for disqualification. The respondent alleged that the secretary's report was false and manipulated. He absented himself once due to a personal problem and sought leave for another meetings due to sickness. The BDO upheld the petitioner's argument that Vales had manipulated the inward book to file a leave application belatedly, though Vales denied it. There was no record in the minutes of subsequent meetings acknowledging the leave application. The leave application and even doctor's certificates were written in the past tense, which proved the manipulation, he said. [TOI]
